Probably with meister cubes because theyre cheap to craft. Don't bother with bonus potential, its way too expensive and not at all worth it for armors unless you have nothing else to upgrade.

How do I do this? What cube do I use?
I thought about using a Special Bonus Potential Scroll on it and cubing the special potential to legendary as well, if I can get the special bonus potential scroll cheap enough anyway.
These shoes are good because they give more range than clean nova shoes, and when I reach lvl 200 and acquire more dex equips probably more than starforced nova as well.
i got 2l rare ones and made them 30% dex with 4 cubes and a stamp
