yes it is rare,now just slap a friend with you who is like a LV 200 Kaiser and let him kill Empress,then boom. you and your friend get drop benefits,well if she only drops 1 shoulder,then you can probably find another core and that shoulder should be yours. worth it.

I'm pretty sure he's saying his friend is really lucky with drops, (seeing a WABR recipe is extremely rare) not that the shadow empress/or evo world mobs drop WABR recipe.
