6% top for like 300-400m, 9% top for 800-900m, and buy some good hat with the remaining money. Or you can do 9% top and bottom and some 3-6% hat.
i would get 6% if you have a budget of 2.1b
For the hat, you could wait for Mapleversary and fuse an Empress hat to get 6% maybe.
9% top and bot for 1b a piece, and 6% hat for about 200m.
