Does anyone know if it is possible to get the Lapis and Lazuli weapons to Legendary through the WP system? I've already achieved Unique but unaware if you can get Legendary.

Is it by random that it changes tiers?
Nope. Only till unique. I believe it said so in the ui or during the wp explanations from the time spirits.
