Family guy relies heavily on cut-scenes for humor, and rarely has any character development. The puke episode could count, but that was terrible.
South Park's more hit-and-miss. They can maintain a story, throw in a couple to a lot of good jokes, and develop characters for a couple of episodes, then plain suck at the others.
