1v1 Class Battle Event Thing? D

So I get this scroll thing above my head for an event. Upon clicking it, it shows a screen of all the classes, and then when I accept, it takes me to a "Battle Location" and I have to fight said class.

Well, the first 2 times it was fine. But every time after so far, when I go there, there's no enemy =/ Any idea why? Still not sure exactly what it's even for. x.x;
