Buy the Practice Manual because I doubt you have 30 Charm right now.

Battle pouches are too risky... I've only gotten bad stuff from that.
Do you have 30 charm?
You go get jeweling and you make them 120 shoulders.
OT: I'd probably wait till 100 if you want the best pocket slot item. I mean, you may as well.
