it say increase slow duration ?

It's not a bad thing, but it's not a hyper skill you want to invest that point into. Giga's Wave puts a mark on enemies (one that makes them slower), and this hyper skill just makes the slow last 5 seconds longer. It works well with Cursebite, since it gives you +2 attacks on slowed enemies.
I'd say the only worthwhile ones for us are +1 hit on Giga's Wave, +8 attacks on Wingbeat/ +5 seconds on Wingbeat, and +20% damage on both of those skills.
