Can't start quest for CK skill?

I need help.
So, I have read the patch notes quite a while ago, but never noticed until now.
It says that regular adventurers can get the CK skill optionally.
I notice it says to go to your CK job instructor for the quest. But, when I got to him, he didn't have a quest for me.
I don't understand. I meet all the requirements; being at least lvl 70 and a regular adventurer.
Then, a fellow pirate said to me that I need at least a lvl 10 TB...
So I go and get myself a lvl 10 TB.
But still nothing.
Hawkeye doesn't say anything to me about a skill, neither does Kyrin.
The only quest I got in a light bulb was for Empress' Might.
Can anyone help me please?
