Cant distribute any sp
I haven't logged since the last tempest revamp, and when I logged yesterday to re-distribute the SP I had a problem with the 4th job skills, I followed a post-tempest guide, and I still can't distribute 4th job skills, do I need to max all of my 1st-3rd job skills or something?

You need to use all your SP for that job before you can move on to the next. Max everything in 1st job, everything in 2nd job except for fenrir, and everything in 3rd job except for judgement.
