Bad Pc upgrade with standalone graphics card?

If I take a crappy w7 PC and get about a 50-70$ stand alone graphics card? I run MC at about 15 fps with a 32x32 TP with render distance on tiny and smooth lighting off. Also, on CoD WaW I run about 10 fps with minimum graphics. I have 3gb installed ram and 5 gb digital ram. Would a stand alone gpu help?

You have enough system RAM. The HD 6670 is overkill for CoD:MW1 and WaW as long as AA is disabled. It still does 40+ FPS on Black Ops and MW3 on the high settings, but the fast-paced gameplay makes it far more beneficial to drop the graphic settings for higher and more stable framerates.

I'm willing to get the HIS Radeon 6670, i've heard a bit about it in my nooby computer time, but with it can i expect about 30+ fps on both games?
EDIT: Is there any good RAM upgrades for it either? budget about 30ish.

there is one PCI-E x16 slot which can be used for an addon video card, and you can most likely use just about any video card you can afford subject to the following couple of things:

The power supply only supplies 300 watts, so it's very likely you'd have to replace it with one that can provide more power.

The case dimensions are approximately 15H, 7W and 17.5D. It's likely it uses a standard sized power supply, but that should be checked before ordering anything.

The next step would be for you to open the case and do some detective work checking the power supply to see if it's a "standard" sized unit, and making sure there's enough room for a video card to easily fit.

I'm in CA, my computer is a W7 Dell Inspiron 560, it has a Pentium(R) Dual-Core CPU E5800 @ 3.20GHz,
It's 64 bit, from 2009, and i'm hoping to improve FPS on both games.

I think that the first Modern Warfare requires a better graphics card than MW3. I don't own MW3 on PC, but I've been told that the FPS cap is 90, and on MW1, people tend to use 250 for better strafing.

A successful upgrade to a run-of-the-mill desktop will yield a massive improvement to the CoD experience. This applies to all CoD games released since Modern Warfare 1 because they are all built on the same game engine. Even though MW3 is decently more demanding that MW1 and even WaW, a $70 video card will still allow high-medium settings on the newer titles.

The restrictions for such an upgrade are:
-The motherboard must have the slot for the video card attachment
-The power supply must be able to supply enough wattage
-The case must be wide enough so avoid "slim towers"

Even older computers running Windows Vista (and possibly Windows XP) are capable of being upgraded enough to play the CoD series. Consider your options and provide clearer information on your intentions such as what country or state you live in, if you can buy online, and what computer on your mind you are trying to upgrade (I am assuming the computer you have now is the one to be upgraded.)
