My goodness, this is a very impressive piece of artwork! I really admire the lines used in this; the differences in line weight really works well. What expensive program did you use? Paint? I am in awe of your skills if you did use that program. Looking at the way he drew the anatomy of the character... It's very, very, very good. The artist must have really practiced drawing anatomy because of the way he used it in this piece of work. The expression of the character is really well drawn as well, and the colors correspond and balance with each other perfectly. The quality is so nice that it could be mistaken for an anime. I would say 10/10 for this. Good job on this drawing and you sir, have my utmost respect.
