How do we get the skill that gives +15% all stat? Google always lead to answers/guides that are 5 years old. Which is honestly the most annoying thing about this game.

First time seeing that ever here.
get the quest about shinsoo after 120 or something. After you do all the "storyline" quests and your past the cutscene of shinsoo dyeing and rebirthing you should get a quest in your lightbulbs called "shinsoo's call" finish it and after you leave the map you get taken to you'll get a lightbulb above your head giving you the skill.
