You have to put yourself out there in any world. I stayed in zenith despite it dying and made enough of an impact in it. (later it got revived with world merge)
Started dirt poor and new like everyone else three years ago, made lots of friends by being me and sticking to principles and not being needy and here I am three years later and I've participated in every bit of content and killed every boss in-game.
I'd hardly say the community is dry. You just have to try many approaches before you find one that works.
