Yes, it does cost a lot to have a good range. Because buccs are near the bottom of the damage chart.
Buccaneers are masters of living off the land and conserving potions. Between Drain, MP Recovery, iFrames, and quite a low DEX requirement, not to mention that DEX is arguably the easiest stat to gain, it's extremely easy to start with little to no funding. Books don't cost much at all [In Chaos, at least]. As for the damage part.. It shouldn't be too hard, since % STR is quite common and is used for many classes, but I can't completely help you, there. I've never been one to be above the average tier in terms of funding.
The books aren't as expensive since mystery mastery books came, but a nicely scrolled knuckle is quite rare. As for funding, %str is fairly high. And your terms of a good range can mean costly or not too bad as far as money concerns.
