Potential idea + question, will this work?

Look at the first line, does it work with attack potions? It says increases the effectiveness of HP recovery item and [b]skills [/b] by 30%, what does that even mean o.o
but it seems good, so if you stack it with other items that has the potential (I think gloves and earrings also have it?), wouldn't it be really good?
Also, I have another question? Does the +2 skills from hat go over the max skill level?

Yeah, by HP recovery I think it means Heal or maybe skills like Chakra or Paladins Healing...

HP Recovery [b]skills[/b]. sorry bro, won't work
+2 in hat does go over max. For instance - MW 32 : 16% all stat. Only for some skill though
