taking in scrolling/base stats/and if item can level
best 3 tend to be fearless,vip,timeless

but base line potential any lv100 shield would do.. this i know

The only benefit Fearless has over any other Lvl 100+ shield is 1 extra slot and the fact that it levels up, but you'll probably only gain a few Int out of those levels, so big deal.
All Level 100+ shields can get the same potentials. It just has to be Level 100+ to get 40% Boss lines; if it's below level 100 then it can only get a max of 30% Boss lines (at Legendary).

@bowcreaters : timeless is crafting you can also find it in gachapon and gach type box events same for fearless but no idea on fearless recipe

Don't get % Int on a Shield...
Shields can get weapon potentials now, so aim for % M.Att, % Boss, etc.

You could also look for a Secondary Weapon book, depending on what kind of mage you have.

And they can be potentialled.

Neither. Go for Vip as they are trade-able even after equiped

Personally, I like the Timeless Prelude.
