The traveling dude at the luminous e place sells them along with lie detectors, mirrors, and those other little things you can loot and open in the cash shop
Shop permit + premium surprise boxes. Or those mirrors in the CS and try to get the really good chairs. Or buy something and cube it. Or cube anything that you have that's 3L epic or higher that isn't already good.
