Would it be a good decision to craft these as they are pottable and have a decent set bonus? (My budget is 2.1 bil btw.)

If ur funded enough (which btw, ur not), then it is an excellent option.

You can have atleast 3 3rd tier rings in the future, if the rings are stackable then you're done for
Tempest ring + Lightning God Ring + The future craftable rings will lead to 80%+ stat from just the rings o.o

Nope. We get free third tier rings from future events.
They cost 4-5b to craft o.o
