All 4 one bypass?
So to get the reward, do you need to have a crew of 4 people? or is one suffice?
Cause i was thinking, according to the requirements, that the crew members just need to reach level 100 for the rewards. Can I simply add a level 99 and reap rewards?
"The Crew Boss can invite up to 3 characters created between December 4 - December 31 to their Crew, then help them reach level 100 to earn said rewards"

@Fehnle: Monster Park Extreme, Roids in Magatia are also really good. I haven't trained any characters low leveled recently so I don't really know where they go nowadays, but I've always loved Roids and they've not been touched.

It says characters made after December 3, but does the crew members have to be in new accounts for the crew boss to receive the rewards?

Yes you can, as long as they don't already have a crew on any one of their other characters.
