Which job would do the most dmg at the same lvl if I had like 100bil funding (example) which class would do the most dmg?

NLs close to the best Thief DPM? Shads best Thief without funding? You clearly know absolute nothing about thieves.
OT: Best DPM is either DB or Shad. Best without funds is Phantom.

If there was no dmg cap would phantoms still hit the most?
phantom since we would be able to steal a fast attacking skill like rapid fire or hurricane so we would dish out more damage

Well, it depends on the items you get with your funding. If you could get items to get 999,999-999,999 range, Phantom would be the best with Rapid Fire(after revamp)/Hurricane(right now) as it would be the fastest skill compared to Quad Throw/Phantom Blow (I think its faster than phantom blow @-@]
Then if your range is like 70k, Shads could get that hit to max and spam the BStep/nate combo or any others.
With funded, most likely phantoms would be the most over powered, but NLs and dbs are still close in there.
The best class without funding is a Shad
