I don't think it does. I didn't try doing a run before I bought one, but I'm getting ~20% per run at level 184 and I believe that's what other people have been getting. But it's still really useful for turning in quests. I'm getting a solid 5 or 6 % per quest.

RLH it didn't work for the portals I believe.

It should work, since you get exp from talking to the npc, probably loading it as a quest
