Of course, you could get a cheaper case, motherboard, or whatever. Even if you stick with that build, you could get a ~23" 1080p monitor within that $1200 budget.
When you say you want to be "gaming", you mean games like Bad Company 3, Crysis 2, and the likes right? Not just maplestory?

Build a Monitor. You can choose size, resolution, etc. It's usually cheaper as well.
As for a Desktop, i believe NCIX has an option to build your computer for $50 after you choose the parts, so that's an option, but you can always find someone to do it. If you want more help building a desktop for your needs, i recommend you visit the Tech section because the pc geekoids hang out there. (you know i love you guys)

I've found a lot of Towers for around 400-600 that seem decent, For a Windows 7 Computer, whats the minimum I should be looking for if I want to run say firefox+ a game without any lag/computer issues?
i'd try to go for 4 ram

Only way you're going to come close is by building your own, but judging by your choice, you wouldn't be able to do so.
