Max everything but Corkscrew, leave Corkscrew at level 1. Or you could leave Energy Blast at level 1 and Max Corkscrew. Since Corkscrew gets replaced by Shark Wave pretty much, while Energy Blast doesn't exactly get replaced but you could use Energy Drain instead or Shockwave. Your choice.
