They're worth it if you can't afford tyrant or the cheaper nova alternative. Honestly, the drops of them from the bosses are rareish (I only got a thief cape once out of 500+ boss kills) so if you can save the coins or spot 100-200milish you can easily have access to one.
i bought mine, and I think it's worth it. 10 att, 20str.
do magnus prequests and kill treglow/victor, they drop elite capes and shoes
