I got it after opening a few special circulators. Quick question though.. does it affect post-hyper snipe with no cooldown?

but is 10k range more than a 10% increase in your range?
-1 attack speed is roughly 9-10% increase in dpm

It gets you 1 speed stage closer to speed cap. It's really good for marksmen imo, probably one of the most preferred Inner Abilities.
You may have some tomatoes to do your bidding.
It sure does affect Snipe, la Tomatina.
