Why dont Phantoms use Rf anymore?

Just curious as to why we don't use RF anymore? I've been playing my phantom since they were released. I quit MS for a few month sometime before the phantom nerf and I come back to find out our buff duration went to hell and our 1v1 is now Miles+SE. Later after finding out that Decent SE+Parratargeting+Miles is the best, I got decent SE. I'm wondering the mechanics behind it, how is Miles better? How much is the % of RF nerfed?

Cute....

Ts: S.E and mille outdamage RF when you include hypers and the debuff towards stolen skills. But if you have decent S.E
and parrotargetting you should use RF but that's going out on a limb and saying most phantoms have decent S.E which is ofc
not the case. Another thing to note RF is faster than mille and procs noir almost twice as fast if not twice itself. Once we get
our noir buffs and additional crit S.E gets slightly less useful. If you get 210 after our buff, you should have a base crit of 60%
which without S.E should easily get you 100% crit or at least 80% every 90 sec for 30 sec not including regular judgement draw.
But like I said it's not worth the slight buff getting a crit neb unless you (my opinion) have a 250k+ range. If anything using mille
and Tempest(which has the same speed as RF and is 100-120% higher damage) should make up for any additional damage RF may
do, not including those skills also hit 6+ mobs though with parrotargetting kinda makes that point moot.

Do people understand that 330-30% skill damage, 330*70% and 330*30% are different? f

Sadly not, as soon as you switch a buff out you lose the buff's effect. I'm not sure if this is the same for any party members you have given the buff to, but I would guess that to be the case as well. It's just a straight up choice between your damage buff of choice or a useful attacking skill. While picking up more attacking skills is something I do, simply because it's way more fun, sticking with the base kit and using dark harmony, sharp eyes, or speed infusion if party members will benefit from it is pretty much more efficient.

Since Nexon made a 30sec cooldown between changing skills pepole prefer to use dmg buffs instead of attacks (you can still use both RF and attack buffs but then you would have to switch like every 40 sec and that would be pretty annoying)

I think that RF is a great skill for 1V1, even if you haven't SE and the dmg cut... You should try finish a Dimensional PQ last stage with and without RF and You will see what is faster for you.

IIRC, only magic attacks got damage reduction unless GMS changed it.

False, the damage you output has been cut by 30% not the skill itself. If the skill itself was nerfed people would still be using it. I'd be doing at minimum 360k with it but I only do 108k minimum with it.

I prefer SE + mille aiguilles. Crit rate is great on phantom.
