Idk about Scania, but in Bello, Crafted/Uncrafted Earrings with that low of a % doesn't affect the price - uncrafted sells for the same as crafted.

Idk Khaini but Scania is 6% are average 10m. No idea about the all stats 3%, I havn't seen one sold for high. Probably 5m most.

I don't see how having his starting bid set and not having somebody who actually started the bid doesn't help. This would mean that auction is either too high of a starting bid, a brand new auction, or Khaini market is dead.
