Is Vietnam blocked from all MapleStory versions?

Right now I am on a vacation in Vietnam and I want to play Maple there. I tried out MSEA and others on my laptop, but they won't let me log on. Does this mean that people Vietnam can't play Maplestory ever again unless I have HotSpot or something relates to that? This sucks though and I'm bored.

You can't use Hotspot Shield with Maple now. Now when Nexon detects Hotspot IP, they will deactivate your account, so Hotspot is a nono

I know thats why I find it stupid that why people in Vietnam with new account cannot access VMS even if VMS doesnt exist anymore
