Empress set question

Hai guys so basically I have the empress set, and one Set effect gives +2 All skills as you know. My question is, should I put Blessing of the onyx at 23 for example, so that with the Set effect it goes to 25 (Max)? So i can start maxing other skills faster? Since it wont go to Level 27 like Combat order does. Thanks and sorry if there was another thread about this cause I didn't find any so dont qq plzplzplz
