Because for the longest time, TVB was the only channel in Hong Kong who had Cantonese entertainment. Because they had no competition, everything they created was with a low budget. Some old ancient HK dramas do have fantasy but you'll notice that the magic looks like garbage. (Recently, the CTI channel was conceived, and they produce higher budget Canto dramas than TVB... so now TVB does have competition, and instead of cranking up the budget, TVB chooses to make sex a more prominent theme in new titles...)

These type of shows are simply referred to as "ancient Chinese series", or "ancient dramas". That's what you would google to find more of them. The vast majority of ancient dramas with fantasy are produced in mainland China (Hong Kong isn't a fan of fantasy), and will be originally in Mandarin.
