Im making a Perma Begginer
So, I already made it (easier to get weapons due to tempest snow/surfboards). It is lvl30 noblesse, but I want to know if he also gives Empress Blessing to my other characters or do I need to have an actual job?
EDIT: It actually gives the Blessing. The real question is:
Will I be able to create an ultimate adventurer?

make a perma legend (aran beginner)
or perma citizen (bam, wh, mech beginner)
legends can mob with polearms (1 more mob hit per 10 lvls, until 6 mobs I think)
citizens get a dark sight skill
Well, if its not his first character, then why ask the question of anyone getting the blessing..

check your other characters, if they have it then yea it gives blessing o.o
