multiple cygnus link skills bugged?
i have 2, ones level 2 due to being 120 and the other is level 1, however when i combine them on one character it turns out to be level 3, with 7% resistance vs what should be a 12

Its not a glitch. All stacks of the blessing get the reduced effect, even the first one. In the korean test server for the Cygnus returns revamp, the first stack would be at full power, but by the time Cygnus returns went live, they made it so that the first stack ALSO had lowered effect.
it's not a glitch, read properly. they did state very clearly that if you stack them, the effect will be lower.
