I first noticed and then started wondering about those white dots months ago.
After a lot of pondering, I came to the conclusion that it's best just to ignore them and carry on with my Mapling.
maybe they've been possessed? i suggest calling an exorcist

While I don't know what that is that you speak of, it doesn't seem to make sense. I have white circles on things like scrolls and mastery books. I have white circles on things with and without potential. I have items with potential without a white circle. I can't make any sense of it!
All wrong. In KMS, if the circle was white, filled in, it means it could be enhanced with Flames of Incarnation or whatever it's called. If it wasn't filled in, it couldn't be enhanced.
Why you gotta be racist? Why can't it be black or yellow? But... No! It has to be white.
It's the colour of how good the item is scrolled. (Pretty sure)
Like it'll turn blue / yellow / green / red etc... once you scroll it good.
Right now it's white because you haven't scrolled it
it just giving an "bling" to the neb spot.
