Noob Skyrim question

I'm a lvl 5 Khajiit, and I'm stuck with this god damn imperial sword. Who should I kill/steal from to get a better weapon? And is it better to dual wield than to have a sword/dagger and a shield?

@geek: In my lower levels I just played around with the second hand, just used spells (mainly healing)/shields/ a second weapon (used this mostly).

Lol, Just play around, Get a pair of steel weapons.
I went with Maces all the way.
