Does PDR work

I just got [url=http://i51.tinypic.com/21a51s.jpg]this potential[/url]on my sword, and i'm just wondering if PDR works right now.
My guildie said PDR doesn't really work atm, as it's glitched or something like that.
SO BASIL, does PDR work?
