That's only the case for summoning Golden Bell monsters.
OT: Relogging has remedied this 100% of the time for me. YMMV, GL.
at max, i have to cc 3 times for it to work hope this helps
you just CC and try again.

I had the same question, posted a thread about it, and some guy called me an idiot. Anyways, a few people suggested going into areas with monsters or just changing cc. Haven't tried yet.
