For bear you should max all the passive skills first and then the attack skills in whichever order you think they are important. As for cat, max all the passives and important party skills like Resurrection and so on. The order in which you max stuff though will be entirely up to you depending on which you find yourself to be using more. For example, I maxed all passives in bear and some attacks first while slowly working on cat since I use bear more than cat.
