No, it doesn't. It takes the monster's hp down to one at MOST, it never ever kills a monster.

They've changed it so that its damaged based now. It won't leave a monsters HP at 1 anymore.

DoT = Damage over Time. Like the damage that mist/comp/pb does when it takes down the monster's hp. Not when it hits the monster.
