What @BleuVolleur said is right, i have a few pieces on my kana. You get them from the spinner and they are pretty much purple tempest equips.

You can get them from gach also. I got one yesterday.

Also, is there anything special about them? People seem interested in them, but they seem so weak

a 3rd tier ring with potential.
Another 3rd tier ring in unleashed shop with potential.

With tempest ring, we have 3 rings with 3rd tier potential.

And one more 2nd tier ring (level 70) in unleashed shop

Yes you can use pinnacle ring + tempest ring.
All pinnacle gear is from the spin thing

and of course you can use them together... they're not the same ring....
