Xenon Expert (remembered someone said something about maxing passives over buffs first). If you're keen on rebuffing every 45 seconds and not having your energies filled 20/20 at times, then use Inkwell's book on OOPArts.

expanding on this, from the 70 one choose ooparts, then try to see if you can get mastery 20 and 30 to pass for cheap from the FM, if not, grab mastery from inkwell shop, if you can, then grab blade dancing or mecha purge from inkwell instead.

I went with Xenon expert. OOparts code is a pretty good skill, but it only lasts for 45 seconds when maxed, which I find to be a pain.
