Anyway. The formula isn't that hard. The detailed version is to take the MS speed of Finishing Blow (990MS) multiply it by (10+final attack speed of the weapon) and divide it by 16. Then you round it to the nearest multiple of 30. The same thing is done for any skill in the game barring a few (like Twister Spin) which aren't affected by weapon speed. So for a fast 4 weapon like the Elemental Staves you do 990 * (10+2) / 16 which gives you 742.5. Then you round that up to 750. A Slow 8 weapon gives you 990 * (10 + 6) / 16 which is 990. 990 is already rounded to the nearest multiple of 30 so that is the speed you attack with a slow 8 weapon (with booster on). So to see how much better DPM you would have with a faster staff you can divide the slower (larger) speed by the faster (smaller) speed. So 990 divided by 750 is 1.32. So you attack 32% faster with a fast 4 weapon than you would with a slow 8 weapon. Technically it would be more accurate to say that your total range with a slow weapon would need to be 32% higher than with a fast weapon to be better but it is easier and 99% accurate to just use matk.
The shorter version is just to multiply the matk of the fast staff by 4/3 and then add 1/3 matk per 1 matk from other sources. This will give you how much matk a slow 8 staff would need to beat out a fast 4 staff. The Reverse and Timeless staves are actually slower 9 and would need to be 40% better than a fast 4 staff.

They're both fast speed it's just the ele staff usually has more Magic Attack clean

Just that an Evil Wings with 100 M.ATK staff will out DPM a slow staff with 140 or less M.ATK.
