Preferably ones with a hardcore fight in which a villain does his best to get away with his crimes, while someone else is trying to find him and end all of his doings.

If you like the mystery/murder element of Death Note, check out any anime of a game made by Atlus, except if you are looking for action don't watch Persona 4 Golden because it is mostly comedy so far.
Persona 4 The Animation, Danganronpa (mystery of who kills who), Devil Survivor 2 (some action and almost like pokemon but with demons)

It's okay, monster is a hard anime to describe without giving away major plot points, so I can understand the basic description sounding similar.

Well the plot of monster doesn't quite fit his criteria because the roles are switched in a way. Still a great thriller anime, but not the same kind of main character as death note and code geass.
The only animes I've watched and heard about that are like that:
Death Note
Code Geass
Monster
Zankyou no Terror(Still airing, VERY good!)

I do agree that Code Geass's character design is pretty meh since they all look like they have severe anorexia.
But when I see any form of media, story is what matters to me the most. Art and design are 2nd.

Psycho Pass, Monster, and Zankyou no Terror are pretty good.
Some similar psychological anime: Ergo Proxy, and Kaiji. If you look past Kaiji's bizarre artstyle, you might definitely like it.

Psycho Pass fits your criteria perfectly.
Psycho-Pass fits pretty well, once the plot kicks in.
And if you're cool with manga, 20th Century Boys and MPD Psycho.
You could read Akumetsu, it's like a proto-Death Note. Focuses on correcting economic corruption in Japan by killing politicians in various, escalating ways.

Code Geass is similar to Death Note, but surpasses it in just about every way. It's easily my favorite anime.

Code Geass art style is </3 which makes me sad because I've never watched a full episode but I just can't with spaghetti arms and legs
Your description matches Zankyou no Terror, however there are only 3 episodes currently out and will be a 11 episode anime

watch Naoki Urasawa's Monster, it's better than Death Note and Code Geass and Sword Art Online
Definetely Code Geass. Its a great anime and i heavily reccomend it.
