How much luk % and wep atk on dagger/shield, should i aim for, if i want to have at least 30k ranged buff preferably on a sin/dit, no db.

i am lvl 141 shad with 32k and i have 33% luk and a 101 attack claw
EDIT: my clean range is 28k.
i counted all and i have 31% LUK + 193 attack
My Shad has all the empress 'cept weapon and shoulder, a 107 atk dagger, about 20% luk, and maybe 35-50 atk from beginner skills and equips.
It has close to a 30k range fully buffed.
