It's 10 per 10s. So 166 point something minutes to finish 9999.
Other than that I think Commerci is fast. Maybe Dimension?
Yeah just afk for 3 hours. Go to class then come back and boom. Doing it by killing monsters efficiently is long and laggy.
You can try to hunt the special mob at town but I don't know how good they are.
Went afk for about 3hrs, was at 9999 when I came back.
Kill the monster that spawns, and save your paint. Do it 1 at a time. So if there already a paint cloud up, just stay in there and people will repeat.

Kill the monsters in town to make the paint cloud spawn. other than that just wait. Go afk. Play outside. Talk to people. Get a life. then come back and it will be done
