How do I get this skill? I'm a level 114 WA

Call of Cygnus: Buffs entire party: At Master Level: MP Cost: 70, All Stats: +15%, Duration: 900. Master Level: 30. Obtained on Level 120

wasn't hyper skills, there's just a skill that gets a +1 at level 150.

You need to be Level 120, the quest is called Shinsoo's Call.
I'm sorry, I should have been more clear. I was talking about the MW-like skill that @Leo45 mentioned. Does anyone know what quest you get it from, and the level requirement to the quest?
Actually i think he means he can't summon his sprite
i think your talking about call of the cygnus, the MW-like skill, and if you are talking about that you get it from a quest.
level 150 = automatic +1 to the skill, every 5 levels is a +1.
(or was it every 10 levels?)
I think he means empress blessing and you should have it by now
