Mihile's quest is at 100, not 120. At 120 he doesnt get the UA quest again.

So to answer your question--No. You would have to level Mihile to 100 again.

Is you delete a UA, you can not make another one using the same cygnus.

However, if you create an entirely new cygnus then yes, it will let you make a new UA. As long as you have a character slot and a cygnus that has not been used to make a UA yet, you can have as many UA's as you want on one account.

i thought you can make as many uas as you like as long as you have slots. or no?
