I tried to see if it was an invisible platform, which is why you see mesos on the floor beneath him.
Its like hes lagging, but hes in permanent Siege mode

That's obv what i was thinking
There is a glitch that makes you able to move around in seige (though you can't attack while glitched). He probably just did that and alt+tabbed himself to stay there.
Its alt+tab.
