From what I've collected, I should start by finishing my katara, get my workgloves to 10 ATT, get 6% tempest ring, shoulder, and pendant, get a 6% hat, add potential to my katara, and either kill velderoth for helisium cape, belt, and shoes or buy a %luk cape, buy a 6% tempest belt, and get some 6%+ sneakers.
Also a I'll get a better medal and empress equips are level 140 and I'm level 121.

Did I forget anything?

empress daggers are too expensive to be considered "cheap". for the medal: Finish golden temple/neo city. you could use a change with your belt, ring(s), and pendant. 6% tempest is better

Get the full empress set(Minus weap and shoulderpad unless you got the mesos) 5/7 pieces should be way better than the current equips you have. Get a 6% luk tempest belt, ring, and pendant. After that get a clean Loveless Katara(those aren't that expensive). Then save up your mesos for an Empress Dagger.

Work gloves -> 10atk for starters, if lvl 140 do empress maybe.
Get all gears to dem tempest and get your %

Uhm not to be mean, but you really need to upgrade pretty much everything lol.
But personally I'd start with replacing your belt, ring, and pendant with 6% tempest ones then getting a 6% tempest shoulder as well.
Go for 6% or 10% sneakers then get a 6% hat, trade in your wgs for a 8-10 atk theif glove with 3% or 6%.
Your weapons are pretty well of for that level of funding. Try potting your katara and top, and cubing them for luk% if at all possible.
These are the upgrades I can see with a few hundred mil, though if you have a decent bit more than that, the order is basically the same except all the %s mentioned above a step higher and getting 6% top and pants.
Oh just noticed, get a 3% or maybe even a 6% cape, and fill any slots you don't equips in yet with more luk%.
If you're willing, trading in a decent amount of your equips for all the empress you can buy might work well to.

The pendant would be a nice choice because you need at least some LUK% on it.

get an empress set, just clothes for now should be fine
