well let me see if I can help. I have some standard knowledge through my friends and brother although I mostly play edh and some legacy. hopefully my advice would help since I mostly play aggro, burn, and mill.
1. what I would do is remove divination and quicken. Divination is a card usually used for casual games and draft while quicken has little targets to actually make it work.
2. I would move the elixir of immortality to the sideboard but I would only leave it there if there is a lot of mill strategy in your area. also, there is only one copy, making it highly inconsistent for play.
3. ratchet bomb, Elspeth, and aetherling all must have multiple copies. I would probably remove the memory adept for another architect of thought since agro decks are strong in this current meta.
4. I might add in a couple of Gideon to throw off opponents since he is rarely used, making him be a sucker punch card, and he would serve two functions. first, he could be used as a shield for your other planeswalkers since he would gain loyalty counters fast (assuming in your area people play decks that rely on creatures). second, with high loyalty counters, he can either use his ultimate, which is scary, or be a large creature, which is also scary.
5. I would also suggest adding the thassa since you have a good amount of blue permanents to consistently turn her into a creature. even if she doesn't turn into a creature, her scry is still useful.
so yeah, there is my input although information of the meta in your area would be helpful as well as the cards in your sideboard. before you say about the money value of the cards, such is the price for playing competitive magic. also, most of your cards are from the RtR block, expect them to be kicked out of standard soon.

What format? I only play Legacy or Vintage so i'd be unable to help you. I can help you make a Legacy U/W Miracles deck though

Well i thought that the one adept would be able to get me card draws as well, and ultimating it can essentially win me the game, because drawing elixir of immortality, and all the other goodies - scoop, in usual circumstances. So should i replace that with one more copy of Jace AoT? as for the Elspeths and Aetherlings, the Elspeths do cost alot, so ill probably upgrade in that department soon enough. The Fate Retribution idea is great, ill definetily find some room for that, thanks man!

Memory Adept in there seems like you just stuck him in as a last ditch effort wincon by milling the other guy...?

You can probably replace the divinations with more Elspeths and Aetherlings. Late game, Sphinx should be enough card draw to refill anyways, and Jace should be able to dig deep enough anyways if you have 3 instead of the Adept. Otherwise, having a Fate Retribution in there or at least on the board might be a strong turn 7/8 play instead of sphinx if something like an enemy Elspeth is blocking your way.

EDIT
I play EDH and modern so I don't know what's the best way to go about the T2 meta right now but these are just my thoughts.

ErvTheMan is there a problem?
Omegathorion well basically id like to control the board, and beat them down with my elspeth and aetherling, as well as alternate win cons in jace memory and jace architect of thought. Im also trying to avoid pithing needle, as in this deck has many ways to win.

Describe a little bit more about what kind of strategies you plan to use. Two people can look at the same deck and have very different ideas of how to play it.
